Scottish building standards consultation: proposed Passivhaus-equivalent rules
The Scottish Government’s stage-two consultation on proposed energy and environmental standards for new homes and non-domestic buildings closed on 29 July 2026. The proposals include a Scottish equivalent to the Passivhaus standard and a space-heating-demand measure intended to improve building fabric and reduce heating demand. The consultation did not itself change the law, and it does not create an immediate replacement requirement for boilers in existing West Lothian homes.
